PHOENIX, NY — Robert John Hayes Sr., 86, passed away peacefully on June 12, 2026, surrounded by his loving family.
Born in Syracuse, New York, on October 13, 1939, Robert dedicated his life to serving his country, his community, and his family. A proud veteran of the United States Navy, he spent a lifetime serving others through his military service, public safety work, and commitment to Oswego County.
Robert was widely known as the first 911 Director for Oswego County, where he helped establish and develop the county’s emergency communications system, creating a lasting legacy that continues to protect residents today. Following his retirement from the 911 Center, he continued his commitment to public service as Oswego County Legislator for District 10, advocating for the people and communities he proudly represented.
Prior to his county service, Robert worked for Sears, Roebuck and Co. for 33 years and also served his community as both a Phoenix Police Officer and a member of the Phoenix Fire Department. Throughout every chapter of his life, he was known for his leadership, integrity, dedication, and willingness to help others.
An avid golfer, Robert enjoyed spending time at Beaver Meadows Golf Club and cherished the many friendships he built over the years. He found great joy in family gatherings, community service, and spending time with those he loved.
Robert was preceded in death by his parents, Bernard Hayes and Eleanor Hayes, and his brothers, Thomas Hayes and James Hayes.
He is survived by his sons, Robert Hayes and wife Katie, James Hayes, Jack Hayes and wife Michelle, Jeffrey Hayes, Michael Hayes, and Patrick Hayes; his former wife, Myrta Hayes, the mother of his children; his grandchildren and great-grandchildren; and many extended family members, friends, and colleagues.
Robert will be remembered as a devoted father, grandfather, great-grandfather, veteran, firefighter, police officer, public servant, and community leader. His impact on Oswego County and the lives of those who knew him will be felt for generations to come.
A Celebration of Life honoring Robert will be held on Saturday, June 27, 2026, at 2:00 p.m. at The River, 71 Hayes Drive, Phoenix, New York. Family and friends are invited to gather to share memories and celebrate a life dedicated to service, family, and community.
